Just as in Aesop's fable, Hip's problem is sluggishness ("My raps are slow. / I take my time. / No need to rush / the words that rhyme"), while Hop doesn't know how to step on the brakes ("When I rhyme, / I can't slow down. / I'm the quickest rapper / living underground").
