When the Bush administration launched a full-scale war against Saddam Hussein's Iraq in 2003, it argued, among other things, that the removal of the Iraqi dictator would usher in a new democracy in that country. Iraq's democratization, in turn, would have a ripple effect throughout the Middle East.
